The joint final event of MOVE21 (Multimodal and Interconnected Hubs for Freight and Passenger Transport Contributing to a Zero-Emission 21st Century) and SCALE-UP (Scale up user-Centric and dAta driven soLutions for connEcted Urban Poles) will take place on 1-2 April 2025 in Brussels (BE). These two EU-funded Horizon 2020 projects are concluding in 2025 after four years of research and implementation.
The two-day gathering will bring together policymakers, city leaders, innovators, and sustainability experts to explore how tested solutions from the projects can inspire scalable change. Discussions will focus on strategies to improve urban mobility and SUMPs, with a special emphasis on collaboration opportunities linked to passenger and logistics transport in urban nodes under the new TEN-T Regulation.
The event will offer a deep dive into:
- Multi-level governance and public-private collaboration schemes
- Innovative practice, including multimodal hubs
- Digitalisation and behavioural change in transportation
- Key lessons from pilot and replication activities conducted in over 10 European cities
- Innovation capacity of local authorities

About the MOVE21 and SCALE-UP projects
The MOVE21 project aimed to promote the transition to zero-emissions and climate-resilient passenger and freight transport. As part of the project, policies, infrastructure, vehicles and energy were tackled in an integrated and coherent way in six urban nodes: from policy definition to planning and implementation in the cities cooperating in the project.
The SCALE-UP project resulted in at least 28 newly-developed innovative mobility measures to ensure the vertical (governmental) and horizontal (dimensional) upscaling of urban mobility. The cities of Turku (FI), Antwerp (BE) and Madrid (ES) actively participated in developing new measures and also implemented and tested them in real-life conditions and in different settings.
