ELABORATOR's Evaluation Plan, a cornerstone of the project's impact evaluation framework, is now available. This plan outlines a comprehensive approach to assessing the environmental, social, and safety impacts of solutions implemented in each Living Lab.
Over the past few months, ELABORATOR's team has been hard at work to develop an evidence-based methodology for evaluating the Living Labs' proposed urban mobility interventions.
These efforts have culminated in the ELABORATOR Evaluation Plan, which details a thorough approach to assessing the environmental, social, and safety impacts of the implemented solutions in each Living Lab. This document follows closely on the publication of the ELABORATOR Inclusion Plan, which serves as a reference for partners developing activities with local stakeholders and as an internal guide to promote inclusion, representation, and cooperation throughout the project.
Both documents are designed as practical guides for cities and partners to evaluate their activities and interventions, ensuring they are safe, inclusive, and environmentally sustainable.
A comprehensive framework for measuring impact and enhancing inclusive mobility.
The Evaluation Plan leverages both qualitative and quantitative analysis to measure the effects of interventions on reducing greenhouse gas emissions, enhancing inclusivity, and improving road safety. It includes various advanced evaluation methods, such as safety assessment models, safety perception tools, user surveys, interviews, workshops, and focus groups.
The Evaluation Plan is divided into several key sections:
- Part 1: provides the framework and context for how the evaluation will add value to the ELABORATOR’s goals and expectations, referencing outcomes and impacts detailed by states in the Declaration of Performance (DOP).
- Part 2: explains the background of evaluation, outlining key phases and what will be expected of cities.
- Part 3: focuses on the indicators used to measure impact. It lists all indicators for the project (both mandatory and optional depending on the intervention), including those in the DOP and Sustainable Urban Mobility Indicators (SUMIs).
- Part 4: describes available data collection methodologies, explaining different approaches to measuring data and detailing each methodology for both subjective and objective data.
- Part 5: describes the necessary data collection processes and how to use the data to provide ratings across safety, accessibility, and environmental areas.
Key features of the Evaluation Plan include a detailed framework for monitoring and measuring key performance indicators and impacts, flexible options for cities to select suitable approaches for evaluation, and step-by-step guidance to support cities in developing their evaluation plans for current and future projects. Overall, this deliverable ensures that cities have the necessary tools and support to achieve the project's objectives and create sustainable, safe, and inclusive urban environments.
