At national level there is no formal legal obligation for local authorities to implement a Sustainable Urban Mobility Plan (SUMP). In 2011 the Institute for Transport and Mobility (IMT),developed a national strategy for the approach of accessibility, transport and mobility, and their relation with land use planning, designated as Mobility Package, including:

The National Directives were proposed to be adopted as a Ministers Council Resolution in 2012, making PMT mandatory for municipalities over 50 000 inhabitants or for district capitals, and voluntary in others. The Transport Metropolitan Authorities of Lisbon and Porto are legally obliged to prepare a PMT, which have not yet been done. From 2010 to 2012, 10 municipal or inter-municipal PMTs  were launched; seven of them are finished. This process was stopped due the financial crises. Nine applications for the development of PMT (starting in 2015) supported by the Energy Efficiency Fund are in a final stage of approval.

The new European regional funding framework (2014-2020) limits the support for urban mobility measures to those included in integrated mobility plans. Subsequently the Regional Operational Programmes indicate the Portuguese Mobility Package as the reference for municipalities. As an outcome of this, a high number of PMTs are expected to be started.
