Guidelines for developing and implementing a Sustainable Urban Mobility Plan

The updated third edition of the SUMP Guidelines (2026) has been published to better support cities in developing and implementing Sustainable Urban Mobility Plans.

The update builds on the existing methodology, which remains unchanged, and focuses on improving clarity, usability and alignment with recent EU policy developments and mobility trends.

The Guidelines are intended for local authorities, mobility practitioners and other stakeholders involved in preparing and implementing a SUMP. 

The previous SUMP Summary for Decision-Makers is no longer included, as key messages for decision-makers are now integrated into the updated Guidelines.
