Work starts on Malta’s Grand Harbour cycling network

Construction has officially started on the Grand Harbour cycling network, a major infrastructure project first announced in 2022. Led by Infrastructure Malta (IM), the initiative aims to make cycling safer and more convenient in one of the country's busiest areas.

The network will be developed in two phases:

  • Phase one will introduce dedicated, fully segregated cycling routes connecting Msida, Pietà, Blata l-Bajda, Valletta and the Valletta Waterfront. According to IM, this stage will take 16 months and is scheduled for completion by the end of July 2026.
  • Phase two will expand the network to link active travel routes in Marsa and Paola with the Grand Harbour area. Together, both phases will cost approximately €27.4 million and are expected to be fully operational by 2028.

In addition to new cycling paths, the project includes soft mobility improvements to encourage wider uptake of cycling. These measures include better road signage and clearer markings along key corridors such as Floriana–Msida, University–Gżira–Sliema–Balluta, and St Julian’s. IM aims for these upgrades to improve safety and promote a shift towards sustainable, active travel.

The Grand Harbour cycling network is part of a broader government plan to develop 50 to 60 kilometres of cycling routes, first announced in 2022.
