As of 01 August 2024, Kaunas has made its trial scheme for a low emission zone a permanent operation. The scheme, referred to as a "reduced pollution zone" by local authorities, imposes a charge of EUR 2 for every car or heavier vehicle entering the zone. The charge is applicable 24 hours a day, 7 days a week. Exemptions are granted for electric vehicles, motorcycles, residents or property owners within the zone, municipal-controlled companies, contractors, and disabled persons.
The reduced pollution zone encompasses the city’s historical centre and parts of the central areas between Šv. Gertrūdos, Gimnazijos-Birštono Streets, and Karaliaus Mindaugas Avenue. Vehicles entering the zone are registered through a number plate recognition system installed at 11 entry points. The charge must be paid within 7 days of leaving the zone; failure to do so results in an administrative fine. Payment can also be made using a parking app or parking meters. After payment, the first hour of parking is free.
Kaunas is the first city in Lithuania to implement an access payment scheme for vehicles entering parts of the city.
