EIB, supported by JASPERS delivers SUMP training in the Netherlands and Malta

EIB Advisory services, supported by JASPERS, continues to strengthen local capacity for sustainable urban mobility planning across the EU. In September and October, two new SUMP Training courses were held in Utrecht, the Netherlands (24–25 September), and Ħamrun, Malta (8–9 October), providing free, practical guidance to help cities design, implement, and monitor Sustainable Urban Mobility Plans (SUMPs).

Organised in cooperation with the European Commission’s DG MOVE and DG REGIO, the sessions attracted over 60 participants from national, regional, and city authorities.

During the first day of the course in Utrecht, trainees enjoyed training on the basics of SUMP methodology and practice as well as multi-modal scenario building in SUMPs, explored the link between strategic plans and project preparation, and discussed the interface between local and strategic transport. The day finished with discussions on indicators, targets and monitoring. The second day covered sessions on spatial planning, organisational and institutional aspects, and freight and logistics. The afternoon offered a detailed review of demand and accessibility analysis through the SUMP, before the final wrap-up and remarks. 

In Malta, the training started with a focus on the basics of SUMP methodology and practice, the link between strategic plans and project preparation as well as the interface between local and strategic transport. The first day finished with discussions on multi-modal plan scenario building in SUMPs and SUMPs for small and medium sized cities. During the second day participants discussed transport decarbonisation, explored freight and logistics, and delved into active modes and micromobility. The afternoon focused on road safety and street design, before the final wrap-up and final remarks.

The training series, organised with the support of consortium partners TRT Trasporti e Territorio, DTV, TIS, TREDIT, STRATEC, Goudappel and Eurocities, has now entered phase 2, targeting local, regional and national stakeholders. It will offer practical guidance on the SUMP process and on the development and implementation of urban mobility solutions. Phase 1 of the training programme, which ended in May 2025, delivered 12 training courses and four National SUMP Support Programme (NSSP) workshops, tailored to national needs and focused on policy, funding, and legislative frameworks.

These courses are particularly relevant for TEN-T node cities, which under Annex V of the revised TEN-T Regulation must adopt a SUMP by 2027. Participants benefit from hands-on exercises, international case studies, and networking opportunities, helping to advance more effective and coordinated urban mobility strategies across Europe.
