EIB Advisory services, supported by JASPERS, continues to strengthen local capacity for sustainable urban mobility planning across the EU. In October and November, two new SUMP Training courses were held in Helsinki, Finland (28-29 October), and Riga, Latvia (11-12 November), providing free, practical guidance to help cities design, implement, and monitor Sustainable Urban Mobility Plans (SUMPs).
Organised in cooperation with the European Commission Directorate-General for Mobility and Transport (DG MOVE), the sessions attracted over 60 participants from national, regional, and city authorities.
The SUMP Training course in Helsinki, Finland provided a unique capacity-building opportunity for 34 dedicated urban transport specialists from national, regional and city authorities with an interest in urban mobility planning and SUMPs. During the first day, trainees enjoyed training on the basics of SUMP methodology and practice as well as multi-modal scenario building in SUMPs. They explored the link between strategic plans and project preparation, and discussed the interface between local and strategic transport. The day finished with discussions on demand management. The second day covered sessions on SUMPs for small and medium sized cities, transport decarbonisation, and inclusive and accessible mobility. The afternoon offered a detailed review of freight and logistics, before the final wrap-up and remarks.
The SUMP Training course in Riga, Latvia brought together 30 committed urban transport specialists to exchange knowledge and best practice regarding SUMPs. On the first day, the training course focused on the basics of SUMP methodology and practice, the link between strategic plans and project preparation and the interface between local and strategic transport. The day finished with discussions on multi-modal plan scenario building in SUMPs and demand management. During the second day participants discussed indicators, targets and monitoring, explored demand and accessibility analysis through the SUMP, and delved into collective passenger transport. The afternoon focused on active modes and micromobility, before the final wrap-up and final remarks.
Delivered either in person or online, the SUMP Training programme entered Phase 2 in September 2025, targeting local, regional and national stakeholders, offering practical guidance on the SUMP process and on the development and implementation of urban mobility solutions.
Phase 1 of the training programme, which ended in May 2025, saw the delivery of 12 SUMP trainings for local, regional and national authorities, featuring core and elective modules tailored to national and city needs, as well as four National SUMP Support Programme (NSSP) workshops for national contact points, focusing on policy, funding, and legislative frameworks.
These training courses assist, in particular, TEN-T urban nodes who, under Annex V of the revised TEN-T Regulation, are required to adopt a SUMP by 2027. Participants have gained hands-on experience, explored international case studies, and built professional networks, contributing to more effective urban mobility strategies across the EU.
