DECARBOMILE project pilots micro-hub and cargo bike scheme to cut delivery emissions

As part of the DECARBOMILE Horizon Europe project, the Spanish city of Logroño launched its first urban freight micro-hub and a publicly accessible municipal cargo bike service in June 2025, aimed at reducing emissions from last mile deliveries. These initiatives reflect a growing commitment to rethinking urban logistics with sustainability and efficiency in mind. With support from the municipality, Intelligent Parking and other local players, the city is quickly becoming a model for low-emission freight transport.

The pilot includes a modular micro-hub located next to the Revellín parking lot. It is equipped with solar-powered units, bike charging stations and secure digital access, allowing logistics providers to transfer goods from vans to electric cargo bikes for cleaner delivery. 

Citizens and businesses can use these cargo-bikes, each with a capacity of 100kg, free of charge for up to 4 hours daily, supported by integrated digital tools. A public demonstration held on 8 July helped engage couriers, merchants and citzens, supporting wider local adoption.

Logroño’s success is driven by strong public-private collaboration, with infrastructure provided by Intelligent Parking and regulatory support from the municipality. The pilot will run through August 2026, with plans for a second micro-hub at San Blas Market, smart lockers and real-time data monitoring to measure usage and emissions.

The project serves as a replicable model for other European cities seeking to transition to cleaner, citizen-friendly logistics systems.
